A theme is a collection of
geographic features. These are shown
on the map display area of the web page and also listed on the layer 
layer/legend area. A theme represents a distinct set of
features (such as roads) in a particular geographic area. For example, the map
display area showing the code enforcement inspection areas might have one theme
representing the districts, one theme representing mesquite streets, and one
theme representing points of interests etc.
